
The territorial issue (e-book)
he territorial issue characterizing the Italian public gaming is ready to become a case study at an international level. It's all thanks to the publication, in English, by the lawyer expert on the subject, Geronimo Cardia, of the book namesake ("La Questione Territoriale: il proibizionismo inflitto al gioco lecito dalla normativa locale”) published by Gn Media in April 2016, and even very present in the light of the endless war between central State and local authorities on gaming regulation. A tipically Italian issue, but which aroused an increasing interest throughout Europe and beyond, to the point that the Publisher decided to entirely translate the book in English, to meet the many requests from abroad of professionals interested in studying the Italian case over the past months.

Glücksspiele und Sportwetten stellen Juristen, Sozial- und Wirtschaftswissenschaftler, aber auch Sucht- und Sicherheitsexperten vor neue Herausforderungen. Kein europäischer Staat kann sich der sensiblen Abwägung zwischen Markteinschränkungen und verantwortungsvoller kohärenter Glücksspielpolitik entziehen. In drei Jahrzehnten hat der EuGH (zuletzt am 11.6.2015 in der Rs C-98/14 – Berlington) seine Rechtsprechung gefestigt, welche den Staaten ordnungspolitische Regulative erlaubt, aber Gesamtkohärenz und tatsächliche Verfolgung öffentlicher Interessen wie Suchtprävention und Geldwäschebekämpfung einmahnt. Der VfGH hat zuletzt im April 2015 das Automatenverbot in Wien und Beschlagnahmemaßnahmen als rechtens qualifiziert.

Gambling Regulation and Vulnerability
Since the UK Gambling Act of 2005 was introduced, gambling has stopped being seen, politically and legally as an inherent vice and is now viewed as a legitimate form of entertainment. Gambling Regulation and Vulnerability explores the laws around gambling that aim to protect society and individuals, examining the differences between regulatory rhetoric and the impact of legislative and regulatory measures. Malgorzata Carran finds that although the Gambling Act introduced many positive changes to gambling regulation, it has created an environment in which protection of vulnerable individuals becomes difficult. Carran challenges the existing legislative premise that regulation alone is able to balance the effect of liberalisation for those who are vulnerable.
