Gluecksspiel im Umbruch

Eines der wichtigsten Ereignisse auf dem Glücksspielmarkt in Deutschland war sicherlich das Urteil des Bundesverfassungsgerichts vom 28. März 2006. Die obersten Bundesrichter in Karlsruhe entschieden, daß das Monopol des staatlichen Sportwettenanbieters Oddset in seiner derzeitigen Form verfassungswidrig ist. Es ist in einer Art und Weise ausgestaltet, die eine effektive Suchtbekämpfung, die den Ausschluß privater Veranstalter rechtfertigen könnte, nicht sicherstellt. Der Gesetzgeber hat nun bis Ende 2007 Zeit, einen verfassungsgemäßen Zustand herzustellen. Dieser Konferenzband der Forschungsstelle Glücksspiel widmet sich ganz der geschilderten Thematik und gibt anhand der Beiträge zum Symposium 2006 eine Bestandsaufnahme der Bedeutung des Glücksspiels und der Wetten aus Sicht der Marktlehre, der Finanz- sowie der Steuerpolitik. Des weiteren findet der Leser in diesem Band einen Gesamtüberblick über alle wichtigen Ereignisse im Jahr 2006.
